Trump said Monday that he plans to impose “substantial” new tariffs as well as export restrictions on chips for countries that do not remove digital taxes.

U.S. durable goods orders in July came in better than anticipated. Last month, orders fell 2.8%, while economists had estimated a decline of 4.1% on the month. When excluding transportation, orders saw an increase of 1.1%, beating the 0.3% that economists had expected.

U.S. futures are mostly lower, European stocks are lower and Asian markets ended lower.

The national average price of gasoline is up 1.5 cents at $3.186 per gallon.
