The Dow stock losers Tuesday were led by Nvidia (NVDA) 115.43 (-3.43%), IBM (IBM) 246.95 (-2.38%) and Walmart (WMT) 85.59 (-2.14%).

The VIX closed Monday at 21.70 (+5.80%) and the 10 YR at 4.286 (-0.46%). The VIX is currently at 21.31 (-1.80%). The 10YR is at 4.308 (+0.58%).

The Fed is scheduled to deliver its latest policy decision at 2 p.m. ET. Though the Fed is widely expected to maintain a steady hand on interest rates, investors will look for whether the Fed maintains its outlook for two rate cuts this year. They will also listen to Fed Chairman Jerome Powell for clues on how he sees the economy against a backdrop of rising tensions between the U.S. and major trade partners. Along with its policy decision, the Fed will unveil its quarterly projections, GDP unemployment and inflation.

UBS added Nvidia (NVDA) to its “Global Top List,” saying the recent fears over the structural demand for artificial intelligence has created an appealing entry point for the stock. Shares of Nvidia have tumbled more than 17% over the past month and the stock is nearly 25% below its all-time high reached in January.

Goldman Sachs (GS) shares ticked nearly 1% lower on the heels of an Oppenheimer downgrade to perform from outperform. Oppenheimer cited the lack of a clear rebound in merger and acquisition activity as a key reason for the call.

U.S. futures are mostly lower, European stocks are higher and Asian markets ended higher.

The national average price of gasoline is up two-tenths of a cent at $3.078 per gallon.
