The VIX closed Thursday at 14.32 (+0.99%) and the 10 YR at 4.446 (+0.05%). The VIX is currently at 13.96 (-1.55%). The 10YR is at 4.473 (-0.064%).

New housing construction and building permits both were stronger than expected in October, the Commerce Department reported Friday. Privately owned housing starts totaled a seasonally adjusted 1.372 million at an annual rate, a 1.9% increase from September and better than the 1.35 million Dow Jones estimate. The total was 4.2% below the year-ago level. Building permits totaled 1.487 million, 1.1% above the September level and better than the 1.45 million estimate.

Oil prices were little changed on Friday but were set for the fourth straight week of declines after hitting four month-lows in the previous session. The price of U.S. crude oil fell 5% on Thursday as inventories rose while slowing industrial activity raised concerns about waning demand. The West Texas Intermediate inched 0.14% higher at $73 a barrel in Asia trading hours, while the Brent gained 0.11%, to $77.54 a barrel.

U.S. futures are higher, European stocks are higher and Asian markets ended mostly lower.

The national average price of gasoline is down nine-tenths of a cent at $3.333 per gallon.
