The Dow stock winners Tuesday were led by Intel (INTC) 34.10 (+2.28%), Home Depot (HD) 313.74 (+1.90%) and Boeing (BA) 209.43 (+1.87%).

The Dow stock losers Tuesday were led by Walgreens (WBA) 28.64 (-9.34%), 3M (MMM) 98.26 (-2.14%) and Amgen (AMGN) 222.61 (-0.94%).

The VIX closed Tuesday at 13.74 (-3.58%) and the 10 YR at 3.760 (-0.16%). The VIX is currently at 13.80 (+0.44%). The 10YR is at 3.745 (-0.56%).

Federal Reserve Chair Jerome Powell will speak Wednesday morning before a policy panel at the European Central Bank Forum on Central Banking in Sintra, Portugal. Powell will be joined by Bank of England Governor Andrew Bailey, European Central Bank President Christine Lagarde and Bank of Japan Governor Kazuo Ueda. The event will be moderated by CNBC’s Sara Eisen and begins at 9:30 a.m. ET.

Mortgage rates turned higher again last week. But the increase did not cut into mortgage demand, as buyers sought newly built homes. Total mortgage application volume rose 3% compared with the previous week, according to the Mortgage Bankers Association’s seasonally adjusted index. An additional adjustment was made for the Juneteenth holiday. Applications for a mortgage to purchase a home rose 3% for the week but were 21% lower year over year. These applications have increased for three straight weeks to the highest level since early May, despite still-high mortgage rates.

U.S. futures are lower, European stocks are higher and Asian markets ended mostly higher.

The national average price of gasoline is down eight-tenths of a cent at $3.556 per gallon.
