The Market

Tuesday the Dow closed down -52.40 (-0.33%) at 15,973.13.

Premarket, the Dow was indicated to open up +12 points.

Year-to-date the Dow is up +21.89%.

Congressional negotiators (including our Patty Murray) reached a bipartisan budget compromise on Tuesday that would prevent another government shutdown, if approved by the House and Senate. The deal would set spending levels, reduce the deficit and relieve some of the arbitrary, forced spending cuts.

A deal will give support to those arguing for the Fed to begin trimming its $85-billion a month bond purchases as early as next week.

I think it’s doubtful, but who knows.

The Volcker rule was approved by five financial regulatory agencies on Tuesday, which many believe will reduce pretax profits from the US’ largest banks by up to $10 billion. The new rule will limit big bank’s ability to make risky bets with their own money and will likely cause several banks to overhaul their trading activities.

European stocks are mostly higher and Asian stocks ended lower.

The national average price of gasoline is down two-tenths of a cent to $3.257 per gallon.
